 The quadrilateral security dialogue a strategic forum between USA, Japan, Australia and India though originally established in 2007 it gathered momentum only after negotiations in November in 2017.  Recently held virtual summit by QUAD leaders indicated Quad's ability to pool their capabilities and build  co operation. According to US president Joe Biden China is the only competitor potentially capable of combining it's economic ,diplomatic military and technological power to mount sustained challenge to a stable and open international system.The joint statement refers to a free and open Indo Pacific "free open and inclusive health anchored by democratic values and unconstrained coercion".
