QUAD summit
The quadrilateral security dialogue a strategic forum between USA, Japan, Australia and India though originally established in 2007 it gathered momentum only after negotiations in November in 2017.
Recently held virtual summit by QUAD leaders indicated Quad's ability to pool their capabilities and build co operation. According to US president Joe Biden China is the only competitor potentially capable of combining it's economic ,diplomatic military and technological power to mount sustained challenge to a stable and open international system.The joint statement refers to a free and open Indo Pacific "free open and inclusive health anchored by democratic values and unconstrained coercion". Without naming China it focuses on"security challenges"and the rule based maritime order in the East and South China seas.
The summit formed three working groups on vaccine partnership, emerging technologies and climate change. Vaccine initiative target a billion vaccines by the end of June 2022 made in India with US technology, Japanese funding and Australian distribution networks to reach as many Indo Pacific countries as possible.Quad countries will ensure emissions reductions based on Paris accord.Co operation on emerging technologies and supply chains comprises of joint research on 5G networks and biotechnology.
While for US Quad engagement is part of global leadership in terms of regional alliance to counter growing challenge from China, Due to maritime tension with China trade and telecommunications issues both Australia and Japan are keen on taking the partnership to deeper levels of co operation.For India it means strategic support after a tense time at LAC.It is vital for India's pharmaceutical opportunities, technology partnership and avenues for regional cooperation.
For India our own issues with China sensitivities including LOC disengagement talks and other multilateral engagements like BRICS and SCO do exist.In any case Quad summit has given India a great opportunity to broaden it's interest on economic and geopolitical interest.
