AUKUS and QUAD

 Whether the creation of AUKUS, the recently launched trilateral defence partnership between Australia UK and USA will strengthen or weaken the already existing quadrilateral strategic forum - QUAD between USA, Japan, Australia and India originally founded in 2007 and reestablished after negotiations in November 2017.

AUKUS agreement aims to ensure that there will be enduring freedom and openess in the Indo Pacific region. The agreement assured security commitments to Australia and US undertaken the deal of particularly sharing American and British nuclear submarine technology with Creation of a fleet of nuclear powered submarines forAustralia.Australia will also host American bombers in its territory and get access to advanced missile technology. Australia is now set to join the elite group of six countries- USA, India,China, Russia UK and France that operate nuclear powered submarines.AUKUS will also co operate on emerging technologies artificial intelligence, quantum technologies and undersea capabilities.The three countries along with Canada and Newzealand already share extensive intelligence through the five eyes alliance.Infact AUKUS partnership complement similar pre existing arrangements like five eyes intelligence cooperation intiative,ASEAN andQUAD .

  Quadrilateral strategic dialogue QUAD has a shared primary objective to ensure and support a free open and prosperous Indo Pacific region.Issues of global concern including Covid 19 pandemic, climate change, technology cooperation, supply chains were addressed.The agreement promotes cooperation in research and development security and resilience in critical information infrastructure- 5 G and beyond, artificial intelligence etc.All the four countries of US, India, Australia and Japan want to ensure an Indo Pacific region free from coercion and disputes solved in accordance with international law.

   QUAD's focus on supply chain will give major boost to India's manufacturing sector followed by to Australia.India set to become major manufacturing hub provided Australia would provide resources and skill training with the US and Japan providing technology innovations and the key element of investment.QUAD's vaccination partnership enable India the world's largest supplier of vaccines to export vaccines to the needy countries freely with the financial support of other members.FDI will increase in India as one indirect outcome of QUAD.

  AUKUS is a military and security alliance whereas QUAD is a diplomatic and  strategic alliance.While AUKUS specifically deals with security and military situation in the Indo Pacific QUAD deals with multilateral issues like Covid challenge, climate change, critical technologies and building resilient supply chain.

  Chinese violation of international norms by construction of military facilities on reclaimed islands in the south China sea pose a strategic challenge.Even after several deliberations QUAD is working without a Secretariat or despite a number of items on the agenda. On the other hand AUKUS has ventured into military domain relegating QUAD into the background.In this scenario both Japan and India have to assert more to deepen cooperation among the QUAD partners so as to develop and sustain free and open Indo Pacific.

Pertinent observations on the recent international developments of AUKUS and QUAD with special emphasis on India's interests. No doubt, it marks the shift of global politics from the stable Atlantic ocean to the geo-political uncertainties of Indo- Pacific region. Expecting more such write-ups on International relations.
