TECHNOLOGY COLLABORATION AND GROWTH

 Technology is the application of scientific knowledge for practical purposes  in industry, agriculture and services. Professor Simon Kuznets had identified different patterns in the growth of technology namely.1.A scientific discovery or an addition to technical knowledge. 2. An invention making use of already existing knowledge to useful end.3.An innovation implying a significant application of an invention to economise production.Hence technological development requires prerequisites like scientific knowledge, heavy capital investment, highly skilled manpower, entrepreneurial skills and innovation to accommodate emerging technologies. Mission 2047 focus on technology driven India with knowledge based economy, commitment to sustainability and strong Public finances. According to experts India is currently moving up fast in the value chain from low cost software services to manufacturing offering great opportunities in deep technology developments in semiconductors and other technology driven sectors including competitive manufacturing.More efforts are required in moulding the  people with appropriate education , training, skilling and green technology initiatives.India has been making rapid strides in Digital technology. For instance Aadhar, UPI and  various other platforms are catalysts of  buttressing India's transformation. Obviously  Government backed open Network of Digital commerce can become a game  changer in giving small merchants across  India access to a decentralised e- commerce network. Similarly open source agricultural Digita Stack will enable the farmers to get better credit, plan crops  source input and more, along with other agricultural development programs offered by the Government. Digital revolution will definitely improve agricultural yields and contribute to further growth. and significant application of the invention to economise production. 

When the two leaders of US and India decided to deepen the pace of engagement between two largest democracies of the world there was  serious deal making involved in both Government institutions and private players covering technologies. Infact the convergence of commercial, economic, strategic and technology interest between the two countries,   along with 4.5 million  Indian U S  diaspora with remarkable contributions towards scientific institutions, universities, Silicon Valley, politics, Government and other businesses contributing a lot towards technology and defence in India. Recent attempts by India to achieve technological development in collaboration with United States offer tremendous opportunities. Indian Space Research Organisation ISRO  and NASA is in collaboration to establish International Space Station by 2024.NASA will provide advanced training to the ISRO personnel facilitating a joint effort towards the international space in 2024.Efforts towards Semiconductor supply chain will operate through companies like Micron Technology which is expected to invest  $800 million towards a$2.15  billion semiconductors assembly and facility. The semiconductor centre for commercialisation and innovation being established in Bengaluru will play a dominant role. In the first five years of operation centre is expected to support more than $2 billion  planned investment. India would also become a part of alliances related to rare earths and materials expecting to support over $ 2 billion planned investments. Another highlight is to propel strategic cooperation between two countries  to promote potential joint manufacture General Electronic 

Indo US priorities focused technological advances, innovation, resilient supply chains and inclusive and sustainable development. Advances in telecom, mobility,, semiconductors ,civil nuclear cooperation, Space exploration collaboration in higher education acquired significance in the discussions. Another priority is Artificial Intelligence (AI) quantum technology and counter narcotics efforts.Already Google and Amazon pledged to invest $25 billion in additional investment for the Vision of Digital India. fundamental transition the world currently undergoing are Digital, Artificial Intelligence, energy, and transition towards a global sustainable value chain.  The impact AI and Machine learning is profound. Recently launched Topaz utilised an AI first set of service solutions and platforms using generative AI technologies .IT sector firm Infosys is rolling out AI first strategy with sharing Currently 50 active projections in generative  AI technolgies are working with 10-30 % productivity improvement. Industries in general are focusing on innovation, sustainability, services, manufacturing and delivery. For India technological vibrancy require appropriate and competitive skilling, education, knowledge development and adoption of green technologies. Skilling and creating employment and research for interdisciplinary business applications, ease of doing business and addressing social challenges. The building blocks of the new age ecosystem are rooted in digital technology. Aadhar UPI and other platforms are great examples of the catalysts powering Indian transformation. By way of building on the use of existing components and developing new platforms Government must acknowledge and support, open Network of Digital commerce which will give access to small merchants across India by access to the decentralised e - commerce. All the above required large investment in technology 

It may be noted here that along with welcoming U S  investment to India about 163 Indian companies have already invested in US generating employment. Indian firm WIPRO invested in cloud computing in US. High tech partnership between US and India made  MOU cooperation between General Electronic and HAL quantum advanced computing and artificial Intelligence The deepening and broadening of US India strategic relationship ranges from ' sea to sky' including defence, critical and emerging technologies, Space exploration, health and education assumes utmost importance. It is decided to transfer technology and co produce the GE-F-414 jet engines in India.  In addition the MOU mention about joint mission to develop international space station,semiconductors manufacturing and collaboration in vital future technologies like AI,  quantum computing, telecom networks like 6Gs,open radio networks etc.In the past we were virtually humiliated by dumping of obsolete technologies by developed countries either In a completely knockdown (CKD) condition or Semi knockdown condition (SKD)in India. On the other hand currently we are better placed  with higher competency to develop good number of tech solutions to different sectors, which can be effectively channeled through strategic partnership  between US and India .This  will definitely have a positive impact on growth. Since 1990s we are witnessing a jobless growth across many countries. Hence it is equally important that policy makers should ensure that strategic partnership generates employment. In the absence of that appropriate measures to generate jobs or adequate safety nets must be provided.
