DYNAMISM IN INDO JAPANESE PARTNERSHIP

 EVOLUTION OF INDO JAPANESE RELATIONS 

Since Ancient times there exists strong cultural traditions and cultural exchange with shared heritage of Budhism between India and Japan. Both countries are also strongly committed to great ideals of democracy, pluralism, tolerance and open societies. During second world War United Kingdom was attacked by Japan,but UK fought back and finally succeeded. Eventhough majority of Indian soldiers fought under British command,some fought on behalf of Japan as well. When we got independence Japan was among the first to recognize Indian sovereignty. Similarly after the restoration of Japan's sovereignty after second world War, the war not only India established official diplomatic on 28th  April 1952 but also waived all war reparation claims against Japan. There after economic,,trade diplomatic and technological relations continued significantly. Infact Iron ore exports to Japan had  assisted much in recovery process from war devastation. 

POST WAR DEVELOPMENTS 

During the post war period India became very curious to observe Japanese reconstruction and rapid economic growth. ( often called Japanese miracle)After 2nd world War Japan became a strong US  ally whereas India followed non alligned policy during the cold war period. Japan's signed quadrilateral mutual defense treaty with US,Japan India and Australia known as QUAD'.Both India and Japan  signed global partnership in  2000,Strategic global partnership in 2006 and special and strategic partnership in 2014.QUAD has also expanded its  agenda to  include vaccine distribution  climate change and  emerging technologies , Artificial Intelligence etc.Japan is the 3rd largest investor in India with a cumulative Inflow of FDI accounting for 7.2% of total inflows during 2000-2019 amounted to$30.27 .Japan  has been providing low interest project financing  like railways between Delhi and Mumbai.The project for bullet train between Mumbai and Ahmedabad has started.Other areas include information and communications technology, various drinking water schemes etc.  

RECENT DEVELOPMENT

The year 2025 is being celebrated by Japan-India as the year of Science,  technology and innovation and they encouraged joint research collaborations between academic institutions exchange visits of scientists and researchers of the two countries in the newly launched industry- academia collaborations through internship opportunities in Japanese companies. In recent period collaborations in clean energy skills  and technology have extended the horizon beyond infrastructure development. More over as global geopolitics shifts eastwards and Indo Pacific regions showed strategically important role of twin anchors namely Japan and India assumes actions in Indo Pacific region.  The15th  joint  declaration  by India and Japan expanded cooperation in wide ranging areas like defense,security, trade,investment, commerce, science and technology, skills and mobility, cultural and people to people links etc. Both Prime Minister's welcomed Japan- India Digital partnership in emerging technologies through digital talent exchange research and development, Startups and corporate partnership,  Similarly launching of Japan- India AI cooperation inititiative can deepen bilateral and multilateral cooperation. Considering the importance of economic cooperation as the main pillar of Special Strategic and Global Partnership prime Ministers welcomed the progress made to meet the target of 5 million Yen in public and private investment and financing it in five years from Japan to India since 2022 is in operation.The two countries decided to enhance and strengthen bilateral support to support industrial townships cooperation in logistics, textiles, food processing, agriculture, automotives, industrial capital goods  and MSMEs. Japan has been the  largest donor of the  Official Development Assistance (ODA) to India. We are also in partnership for free and open Indo Pacific (FOIP) SAGAR initiative, International Solar Alliance Arrangement (ISA).etc. 

CONCLUSION 

The joint partnership between India and Japan have shown that the focus must shift from projects to plat forms of global leadership. Targeted Japanese investments in semiconductors, defense electronics and rare earth technologies can secure a shared technological development. Joint ventures in hydrogen ,offshore wind and battery storage etc can place both cuntries at the forefront of global green transition. Diversified supply chains will allow them to shape resilient trade architecture.Tools like AI quantum computing and robotics can anchor them in the evolving digital industrial revolution. While Japan's concerns are India's regulatory constraints like delays in project clearance and lack of long-term consistency in policy , On the otherhand India's concerns are Japan's slowing economy ,ageing population, constraints in investment and a diplomacy centered around Pacific politics and policies. The tasks lies for  both countries to transform these stumbling blocks into building blocks turning frictions into opportunities and freedom for sustainability of global supply chains .As Asia's indispensable partners and ,co architects and democratic anchors they have to ensure both optimum transparency in democratic process and ensure that the Indo Pacific remains fair,plural and open.
