SATHEESAN'S KERALA DREAM BUDGET 2026-27 : FEW OBSERVATIONS

Kerala  Chief  Minister VD Satheesan's maiden budget envisages an ambitious 5 year growth plan, attracting private investment in key sectors with major policy shift from remittances to the investment economy. The state Government is looking beyond traditional diaspora contributions to chart its next phase of economic growth. Eventhough remittances has been supporting the state's  economy for deades  future requires a shift  beyond dependence on remittances towards an investment driven economic model. Budget 2026-27 envisages total Revenue expenditure of ₹205001•67 crores ,Revenue reciepts of ₹169646•37 crores .Other disturbing features are a staggering 77 % of total Revenue expenditure on salaries, pensions and interest payments. The capital expenditure has plummeted to mere 1.3% of Gross State Domestic Product of Kerala one of the lowest in the country. The state's Own Tax Revenue (SOTR) also fell from 6.94% in 2015-16 to 6.41% in 2025-26 against national average of 7.14%.              

 The dream projects envisaged in the budget include  mainly a cohesive port city,aviation hub,land reforms 2.0 with initiatives for harnessing land for development, a Kerala knowledge valley designed to make the state a higher education destination, a "southern Kerala economic corridor"linking Thiruvananthapuram, Kollam and Alapuzha districts, the  plan for Tribal University and indigenous knowledge zone in Wayanad and  a" Global Job Watch Tower "for monitoring and providing future employment land scapes. 


IMPLICATIONS OF THE BUDGET PROPOSALS  

On the question of fiscal sustainability critics questioned  whether  the state's finance can support ambitious projects when salaries, pensions and interest payments together account for lion's share of 77% o reciepts leaving only very limited quantity for capital expenditure and thereby shrinking further opportunities for investment and growth. Eventhough the vision for a "New Age Kerala " is clear the budget lack a concrete roadmap for resource mobilization to fund new initiatives like the Southern Kerala Economic Corridor and film city projects. The most important strategic  move in the budget is towards crowding private investment.Towards this objective and  the "Invest Kerala Cell"is established,which is data driven unit to solve the obstacles of land acquisition, approvals and related issues. 

For Kerala's MSME sector ₹ 100 crores  has been allocated to launch 10000 MSMEs .Apart from staring  Gen Z start up with  fund of ₹  50 crores. The proposal for"knowlede valley"  and special legislation to attract foreign universities, amendments to private university Bill etc are expected to bring long term investment. If knowledge valley could attract accredited universities and institutions from across major universities of the globe it could transform Kerala into a hub of high value education ,research, commercialization of knowledge economy services etc.. Depending on the requirements of various academic programs they can utilize either twinning programs or internships abroad.

Projects like Mission Samudra, Aviation Logistics Hub ,Global Convention Centre near CIAL,research park all point towards booming tourism oriented infrastructure projects throughout the state.While Mission Samudra tries to exploit over 590 km of Kerala's precious coastline including Vizhinjam deep water and large maritime and blue economy the Aviation Logistics hub provides research park and scope for more infrastructure and high value knowledge intensive connectivity dependent investment. 

According to the new Government  "our state's globally acclaimed public health, educational and social sectors have recently been confronting severe challenges and unprecedented strain  .Kerala's social development indicators once a beacon of progress, have stagnated over the past few years. It is compounded by alarming unemployment. Present Government claims that it is steadfastedly committed to ushering in a'New Age Kerala ' - an era that harmonises  economic growth driven by social justice backed by modern, environmentally responsible infrastructure development. To realize this vision ,Government is formulating a progressive strategy that maximizes the potential of modern technology to revitalize our health care and education sectors, generates robust employment opportunities  ensures the welfare of our senior citizens, and brings the marginalised and backward communities squarely into the main stream."

University student's community and educated youth reportedly welcome the new proposals on futuristic development, particularly through Mission Samudra and development of Vizhinjam as a major maritime hub capable of generating jobs to the youth. The perennial problem of unemployment can be solved to great extent through Mission Samudra and further development of Vizhinjam port.The allocation for Gen- Z  and new generation technologies like AI, Robotics, and Data Science are encouraging.However some students felt the urgent need to strengthen infrastructure facilities available in public universities and colleges.They also observed that the clear commitment to technology innovation and future skill are  evident from " the Global Watch Tower, Kerala Knowledge valley, research parks and the Malayalam AI initiative to align education  research and employment and future industry requirements 

CONCLUDING OBSERVATIONS. 

Many experts have raised objections towards attracting private investments for economic growth. It may be noted here that International Airports like Kochi has been successfully functioning as a major airport since it's inception on private public partnerships PPP model.Several Cooperative ventures are more or less efficiently run with some aberration.Differnt investment and operational model for project implementation can be adopted depending on the case.It may be recalled here that way back in 1980s KITCO study has mooted the idea of "Foster Management " concept to assist NRI s initially to  establish business ventures. In any case large investment private, public or Cooperative only can foster Kerala's development forward. As Mao Zedong put it " no matter whether a cat is black or white as long as it catches mice". Investment is that much significant today for the state and  it's prosperity.
